Kelly has worked alongside senior government officials at the municipal, provincial and federal government levels, offering strategic support on infrastructure, mobility, smart city, sustainability, waterfront transformation, and economic development programs. She also provides advice to politicians and governments on urban policies and conducts international research to bring global best practices directly to decision-makers.
With a PhD and two decades of experience, working both inside government and supporting governments as a consultant, Kelly founded Strategy Inc. Her management consulting firm helps governments craft and implement strategies to improve the condition of their communities.
