Kelly is a seasoned public sector executive with 30 years of leadership experience in the Government of Canada. Most recently, she served as Deputy Minister of Housing, Infrastructure and Communities (2017–2024), where she oversaw Canada’s largest public infrastructure investment portfolio, with a focus on sustainable transportation, climate resilience, and affordable housing. Throughout her career, Ms. Gillis has held progressively senior roles, including Associate Deputy Minister of Innovation, Science and Economic Development, and Chief Financial Officer at Industry Canada and Treasury Board Secretariat, responsible for department-wide financial oversight and resource management She has consistently demonstrated strong governance capabilities, overseeing multi-billion-dollar budgets, chairing senior oversight committees, and ensuring transparent, accountable delivery across multiple jurisdictions. A Chartered Professional Accountant (CPA) and holder of the ICD.D designation from the Institute of Corporate Directors. Kelly is now focused on applying her experience and insight in board service across public, private, and non-profit sectors, particularly in areas supporting healthy communities.
