Ilona Larionova

Ilona Larionova is Principal & Senior Consultant with Puri Consulting, where she advises boards and organizations across the public and private sectors on complex governance issues and regulatory expectations. Ilona has supported boards through tailored governance education and retreats, and conducted a board effectiveness evaluation for a large regulated financial institution.

Prior to joining Puri Consulting, Ilona spent several years as Legal Counsel at the Ontario Securities Commission (OSC) in the Investment Management Division, Registration, Inspections and Examinations Division, and the Investor Office. Her experience included oversight of registered firms and individuals, including the development of regulatory approaches for emerging business models. Ilona is a contributing author to the text, Digital Assets and the Law: Fiat Money in the Era of Digital Currency, as co-author of a chapter on the legal framework for a central bank digital currency in Canada.

In addition to her consulting work, Ilona serves as Adjunct Faculty with Osgoode Professional Development, where she teaches the Boards of Directors course, which examines the legal duties and governance norms expected of boards of Canadian companies. Ilona holds an Honours Bachelor of Science and a Master of Social Work from the University of Toronto, as well as a Juris Doctor from Osgoode Hall Law School.
