Downtown Reimagined: City of London Downtown Plan

Downtown Reimagined: City of London Downtown Plan is a 10-year strategic plan aimed to reimagine and revitalize Downtown London, making it more vibrant, connected, and resilient for the next decade.

Developed by the Canadian Urban Institute for the City of London, the plan is built around four core goals and 58 actions, including 10 quick-start actions to build early momentum, culminating in four transformational Big Moves: a River District along the historic Thames, elevated public spaces across the downtown, a downtown reimagined through London’s UNESCO City of Music designation, and a nimble, innovative governance model to guide the City forward.

The plan follows 15 months of research, engagement, and collaboration, grounded in a comprehensive Background Study of data and geographic analysis, a review of downtown-relevant plans, an international best practice scan, and an engagement process spanning in-person and virtual summits, public pop-ups, focus groups, and one-on-ones with key partners and City staff.

With London City Council’s endorsement, the plan is now positioned to guide action, investment, and resiliency in the city’s core over the next decade.

The Plan was supported by the work of Re:Public Urbanism, Tate Economic Research, Belleville Placemaking, Oosterbaan Strategy, Arup, Divercities Advisory, Carolyn Whitzman and Jim Yanchula.
