About the project

Through this program, the CUI supports the country’s continued thrust towards decentralization, building the capacity of local authorities for good governance and empowering communities in local decision-making. The geographic focus of the program is known as the Metro Iloilo-Guimaras Bioregion, covering the low land and coastal areas of Iloilo City, Leganes, Pavia, Santa Barbara, Oton, San Miguel, Guimaras and four new partners from the upland area: Maasin, Cabatuan, Alimodian and Leon. The project helps strengthen collaborative horizontal linkages between the local governments in these areas and national government agencies through preparing joint diagnoses to raise awareness of regional environmental and disaster risk issues and to build support for concerted and joint action, and through formulation of plans to promote conservation and restoration efforts, guide land development, limit urban sprawl, and advance sustainable local economic development.

Country Context

The 1991 Local Government Code transferred to local government units the power and responsibility to provide a range of basic services previously performed by the central government. CUI has been supporting local authorities in the Western Visayas group of islands to take on their new responsibilities in an effective, autonomous and accountable manner, and to advance the empowerment of communities in local decision-making. With this support, the Metro Iloilo-Guimaras (MIG) region, the key urban region in the Western Visayas, has become a leader in innovating new approaches to urban-regional governance through a metropolitan arrangement known as the Metro Iloilo-Guimaras Economic Development Council. Most recently, the community and local government leaders of the MIG region have come to the realization that they cannot achieve their sustainable economic growth and development and poverty reduction goals without addressing key environmental and disaster risk reduction challenges. In order to address this, they adopted the bioregional approach in planning as a meaningful framework for understanding the region’s growth requirements and designing long-term sustainable communities.
